Can a co-opted, (un-elected), member of a Committee use a casting vote, as Chair, to decide on matters of, say, finance?  Could the committee's decision be challenged at law?

Yes. Please see the related answer for other information. In general, a co-opted councillor is no different from any other councillor.

LGA 1972 section 15 now states that chair must be an elected member

My understanding is that this refers to "elected" as opposed to appointed. A co-opted councillor is a replacement for an elected councillor, and in this respect counts as an elected councillor.
