I know the six month attendance LGA 72 requirements, however, as good practice for every meeting when I take apologies, I always ask if the council accepts the reason.   Good practice or does someone know if it has further legislation

It is very much a matter of opinion, so far as I know. Your approach makes sure that a councillor who has good reasons for missing meetings does not become disqualified through inattention. On the other hand, it is a procedural overhead, and is not necessary for occasional absences. Councillors are expected to make reasonable efforts to attend regularly, so lengthy absences should only arise in exceptional circumstances.
