Yes, you can.

If you are a councillor, you can ask for an agenda item to discuss the matter that concerns you. Although it is unclear whether it is likely to be helpful for a council to decide it has no confidence in one of its members.

If you are a citizen, you need a parish meeting. One is held annually, or one can be called by six citizens. A parish meeting can discuss and vote on resolutions, although for the most part, the results are not binding on the parish council. But the parish council must at least take note of the parish meeting.
