Our chairman takes it upon himself to garner information re planning in the village rather than letting the clerk deal with it.

Is this correct procedure?

No. The usual procedure is for the planning authority to send details of applications where the council is a consultee to the council. Normally that would mean sending them to the clerk, who would then add them to an agenda for a council or committee meeting.

As I thought. It appears that there is little point of  clerk as chairman and/or vice chairman do or dictate how things are run; they just think it is their personal 'company' and try to run it as one. Maybe even seen as little point of other parish councillors so much are they passive and frightened to speak!!
