Questions about town and parish councils

Our clerk has been asked to consider not including the names of members who put forward resolutions.  We are in doubt as to whether proposers and seconders should be named. Apparently some councils do include names whereas others do not.  Is there a definitive ruling on this?

This is not necessary. The only absolute requirement for the minutes is that the decisions made by the council must be recorded. Councillors can ask for the votes to be recorded if they wish.
