Can a special motion under Standing Order 7a be used to reverse a decision of a Council's Planning Committee?

4 Committee members plus one other Councillor used this procedure to overturn a decision of the Planning Committee.

Probably, although I don't know what is Standing Order 7a for your council. My council's standing orders are evidently different, as item 7a would not be relevant.

I agree. It would be interesting to know whether this is  Parish Council or Town Council and 'what' the wording of Standing order 7a b is!
