It would appear that a parish council RFO intends to have the Accounting Statement approved without giving a councillor the opportunity to question discrepancies in the underlying accounts. The councillor concerned has the right to vote against the motion but may be outvoted by other members.

In such a situation, if it arises, does the councillor, as a resident of the parish, have the right or a duty to raise an objection with the External Auditor?

Any citizen who has concerns about their council's financial procedures can raise them with the external auditor.
