Is a parish council able to make donations or grants to a church or church body?

It is certainly possible. Under Section 137 of the Local Government Act 1972, a local council can award a grant for any purpose, provided it is judged to give a commensurate benefit to some or all of the citizens of the parish. Clearly the church could come under this provision. The issue is whether the benefit is commensurate, which is necessarily a matter of judgement.
