No, neither individual councillors nor a council as a whole has any power to suspend a councillor.
The substantial sanction is the criminal law, where applicable. Otherwise, the best that can be done is to raise a complaint through the local monitoring officer (usually the senior legal officer of the district council) whose strongest sanction is name and shame.
