as slanderous comments were made by amember of the public at a previous meeting and it would give clarity to any proceedings

In fact, anyone can record a council meeting, provided it doesn't interfere with the proceedings.  The council of which I'm a member records all meetings, in order to have a record should there be a dispute or a problem of inappropriate statements by anyone. Generally, we don't actually ever listen to the recordings, but they are retained just in case.
