Our local Parish council is controlled by a husband and wife team one the Parish Clerk and the other the Parish Chairman. Is this allowed?

I'm not aware of any specific rules on the matter, although it does obviously raise potential problems.

The only specific consideration is that the chairman would obviously have a strong personal interest in anything to do with the employment of the clerk, and would be expected to declare that interest and withdraw from the discussion.
