The proposer and the secounder both abstained from vote on the motiion they proposed

It's an odd thing to do, but I can't think of anything that would prevent it.

I agree with the answer but there are circumstances when during discussion on the motion additional  information is brought to light that may sway the proposer and seconder but not to the point where they wish to withdraw the motion.
