I took over as Clerk in January and have been unable to get the Bank to change the address. Form has come back twice as not authorised in accordance with mandate. I am sure it was. Any suggestions as I am getting desperate for bank statements to complete accounts?

The mandate is usually for any two councillors to sign.  If you are a new clerk, have you given the bank sight of the signed minutes that appoint you as RFO?  That should be sufficient for them to at least be willing to give full answers to questions such as what exactly is the current mandate.  Was the change of address request signed by two councillors?  Preferably including the chairman?  The bank cannot act except in accordance with the mandate.
