The transparency code for smaller authorities applies to parish councils with turnovers of less than £25,000. It requires them to publish certain information online by 1 July 2015. As a result, they don't need an external audit.  There is also a transparency guide that applies to parish councils with turnovers greater than £200,000. What requirements apply to councils in between, with turnovers between £25,000 and £200,000?  In particular, are they required to publish information online by 1 July?

So far as I can make out, there are no legal requirements explicitly for transparency on local councils with turnover between £25,000 and £200,000.

The purpose of the codes for small or large councils are different.  The former is in connection with exemption from audit, an option not currently available to larger councils. The latter is to do with making information available to the public and applies to larger authorities as well as parish councils.

All councils should have a publication scheme (usually by adopting the model) and a guide to council publications.

These days it is good practice to make as much information as possible available via the internet, and that will also prepare councils for the possibility of stronger publication requirements in future.
