can a council leader in a vote of no confidence against him use his casting vote in the event of a tied result to keep his position as leader.

Assuming we're talking about a town or parish council, the chairman cannot be forced to resign. Although we are now quite close to the annual meeting (always held in May) when there has to be a fresh election for chairman. So far as I know, the chairman at a meeting always has a casting vote, if necessary.
