A voluntary residents group have raised money for road repairs and would like the Parish Council Bank Account to be used, but the Council will have no control of how the money is used

Why would the Parish Council be involved? Who is going to carry out the repairs? Surely road repairs are the responsibility of your County Council as highway authority.

Why? Can this group not apply and run their own bank account under whatever association group name they choose. As said the PC is not a proxy bank account.

This idea falls apart when you reflect on the phrase "but the council will have no control of how the money is spent".  That is for the simple reason that, once the money hits the parish council bank account then the council will have COMPLETE control over how it is spent.
Such an arrangement would be an equally bad move for the council and the residents group.  I have the scars to prove it!
