Can a vice chair still act as VC if no one else stood

A VC put themselves up again as VC for their committee, no one else was standing for the role or wanted it. Although they got proposed and 2nd there wasn't enough to complete the full vote. Could the VC still act untill they are challenged for that role and then go back to a full vote, but as it stands no one wanted it.?

It appears that by receiving a nomination and a second then at least two people wanted the VC so why were there not enough for a full vote. Was this because the meeting was not quorate and if so why was the matter progressed as the chair must have known there were not enough voters. Therefore if the vice is already in position then there is no earthly reason why they should not continue until there is a quorate meeting to hold a meaningful and legal vote. I assume this was not at the annual pc meeting.

The item to appoint a VC must have been on the agenda.
The incumbent can propose themself, if the proposal was seconded we might “assume” ( but maybe not?) that the seconder voted in favour.
So that could be 2 votes in favour.
If everyone else abstained, and / or there were less than 2 votes against, then the motion passed.
How many voted for, against, abstained?
It’s as simple as counting the votes.
