The item to appoint a VC must have been on the agenda.
The incumbent can propose themself, if the proposal was seconded we might “assume” ( but maybe not?) that the seconder voted in favour.
So that could be 2 votes in favour.
If everyone else abstained, and / or there were less than 2 votes against, then the motion passed.
How many voted for, against, abstained?
It’s as simple as counting the votes.
