Who asks for nominations at a Councils Annual Parish Council meeting. The Chairman who is presiding or the Clerk

A councillor must preside and deal with the election of the new chair. If present, this will be the chair from the preceding council year. Otherwise, the meeting must elect a councillor to preside over the election of the new chair. The clerk can never preside or carry out the functions of the person presiding.

Normally the outgoing chair who doesn't resign their position until the first item on the agenda ( election of a chair) is concluded.
