The question is of course why would they want to in the first place. Surely their involvement in such matters of community would be a better and more efficient use of council & councillor resources by support for such events would be better via making grants to such things rather than physical involvement. Look to a robust grants policy.

Many small rural parishes will arrange social type events such as coffee mornings, lunch clubs etc. particularly if there are no other voluntary groups within the parish area doing this.  It can be for fund raising or simply to provide a service to local people.  Of course consumables can be purchased to facilitate this but if it doesn't raise the funds you anticipate, then you rethink your fund raising strategies.
