When councillors and / or the clerk pursue a campaign of humiliation, intimidation and harassment against a fellow councillor why can that councillor not sue for workplace harassment?

As a starting point, the councillor should submit complaints about their fellow councillors under the code of conduct and about the clerk under the disciplinary procedure.

Anyone may sue anyone for anything (try Googling "lawsuits against God") but it should never be the first option.

AND when the disciplinary procedure has yielded nothing and councillors have rejected all complaints and then monitoring officer hasn't responded to code of conduct complaints - now pending 6 months - what other options are left? It's lawlessness.......
... you complain about the monitoring officer.
but whilst complaints are still pending to complain about the MO would surely just enrage/frustrate/provoke the MO to lose impartiality? Thanks for responding BTW
A Monitoring Officer should respond immediately to a complaint and keep the complainant informed of the progress of their investigation.

because I want the best for the town.......
Maybe you could find other ways to fulfil your obvious wish to serve your community which is to be applauded.  From what you have said (and that is all I have to go on) it looks unlikely that you will ever achieve that through your membership of the parish council.  You could even consider standing for your district/county/unitary authority.
