Questions about town and parish councils

Central government is caught by pre-election purdah, and there are restrictions on what local authorities (which I assume covers county and district councils and unitary authorities) can do during the pre-election period.

Are there any restrictions that apply to town or parish councils? If so, where can I find details?

None that I know of.  Although it is sensible for councils to avoid making commitments that would restrict the options of the new council that is to be elected next May, where this is feasible.  For example, my council rents an office for the town clerk, and this was arranged for a four year period which will expire next summer, leaving the new council free to renew or find an alternative.

The NALC says: A code of recommended practice on pre-election local authority publicity (‘the Code’) was issued on 31 March 2011. By virtue of s.6 of the Local Government Act 1986, the Code applies to parish councils.
It is recommended that parish councils follow the Code, which is available via the
