Can an existing councillor opt out of voting if a person they personally know has applied for the position?

A councillor can vote:

1. For a motion, or
2. Against a motion, or
3. Abstain

Yes, by abstaining to vote. A councillor needs to act with integrity in their actions and as a result should abstain if they feel that their support motives could be questioned.

Yes  if they want to but they are not compelled to opt out for “knowing” someone.
