Where can one find advice on setting up an appropriate permit and licence arrangement for use of the public park on council land within our parish?

If the situation is simple, then you can make up your own rules, so long as they are fair and reasonable. It may be possible to find rules applied by other councils. If it is a major issue, or particularly complex, then I'm afraid professional advice would be needed. There are a few solicitors who specialise in local government law.
