A copted parish councillor was having trouble with e mails and so for a while we used his private one.  He then confirmed that the .gov.uk was working,  I added to my address book in Outlook but obviously did not press save.  So I have just learnt that he had not received papers for Tuesday.  I have now sent but of course he does not have the three days.  There are 15 councillors.

Nothing happens. "Want of service of any such summons as is referred to in ... (2) (b) above on any member of the parish council concerned shall not affect the validity of the meeting". LGA 1972 Schedule 12 - 10 (3).

So it's a mistake for which you'll most likely want to apologise, but it has no great consequences.

I wish this was my biggest mistake; which is precisely what it is.  Send him the stuff, apologise and move on.  We've all done it.
