Depends what is in the committees terms of reference ( which should define what they can and cannot do) and should be recorded in the standing orders and voted on by full council.

There is nothing in the terms of reference of any of our committees which allows this.
Therefore they do not have any power to do so and must go back to council for approval BEFORE carrying out any such action.
I was always told as a member of the public that if a PC sets a policy then there was only a "reasonable expectation" that it would follow it i.e. it was not binding .  There to me is a clear difference between a policy and standing orders/Fin rags.  I suppose it all depends on what policy you are talking about and whether you defied its contents or just ignored some of it . As an example our Finance Committee is charged with continuously reviewing our standing orders yet when requested to consider a change says no we only do that annually . The clerk agrees
