I was always told as a member of the public that if a PC sets a policy then there was only a "reasonable expectation" that it would follow it i.e. it was not binding . There to me is a clear difference between a policy and standing orders/Fin rags. I suppose it all depends on what policy you are talking about and whether you defied its contents or just ignored some of it . As an example our Finance Committee is charged with continuously reviewing our standing orders yet when requested to consider a change says no we only do that annually . The clerk agrees
