can it be done on comptence grounds if they are at risk or vulnerable?

Not so far as I know.  Disqualification arises if a member holds a paid office of the council, becomes bankrupt or makes arrangements with creditors, is convicted and sentenced to not less than three months in prison (whether or not suspended), or if someone is found to have been involved in corrupt practices. Non-attendance for more than six months without a reason having been accepted by the council also leads to automatic removal.
