Worth looking at what your standing orders say. Your council may have set out the ability to receive suggestions for motions to be presented from the electorate.

Always best to have them channelled through a councillor who has the right to propose a motion for inclusion. It is always good to talk with your councillors and get them on side.

Yes but it needs a Councillor to propose it and another to second it
But it would be unique in my experience for a member of the public to word a motion normally they raise an issue and Councillors then debate and hopefully agree a motion
