Can parish councillors be held personally liable if they were found not not have discharged their duty of care? Is there a route to legal recourse that could be taken against a parish council and it's members as individuals?

You should seek legal advice if you think there is a real risk of liability.

In general, if councillors act in good faith, they do not have personal liability.  

But it's hard to give a view without detailed information, and even then you may need a qualified legal opinion from a specialist in the field.
