As a new councillor and one with no planning experience I'm unsure about what I can comment about and indeed what I should be looking for

To be really effective, parish council representations on planning matters need to involve relevant planning considerations.  These can relate to national planning principles, or to local planning policies.  In most areas, there is a local plan which sets out guidelines for planning decisions.  Usually, the planning authority (typically a district council) has officers who are willing to explain planning law and practice to local councils.
