Can a vote of no confidence be upheld by a simple majority or does it need the majority of the Council to back it ?

If you are insistent on pursuing a vote of no confidence then it needs to be an agenda item.

That said, I do not understand this fixation with votes of no confidence.  They are meaningless and in experience only serve to make matters worse and cause offence.
