a well known broadband company is offering noticeboards free of charge to parish councils which has their name and logos on them.  Do you think that as a parish council we should be taking up their offer?

Councils can certainly produce a local guide that includes advertising.  So I can't think of any principle that would prevent taking up such an offer.

Personally I'd have misgivings about giving such a public endorsement to a company in a competitive market, especially if the council had the slightest doubt about the quality of the service being offered.
