Can a parish councillor meet with residents informally to hear their concerns?

Absolutely, that is a prime part of their role. Although there are fairly obvious issues over safeguarding to be considered.

I agree with Counterpoint but would just add that you should not commit the parish council to any course of action before it has been properly considered.  Maybe that's stating the obvious but I add it merely as an aide memoir.

Definitely! Quite a few problems can be solved for citizens by contacting relevant authorities or Citizens Advice, or whatever, maybe with the help of your clerk. Or sometimes best to simply pass them to the clerk. It's a valuable feature of town and parish councils that they can be an approachable entry point for citizens needing help with anything.
