Hello.

If the Chair of a Parish Council is absent for one meeting and the Vice Chair leads the meeting, does a temporary Vice Chair need to be elected for that one meeting, please?

No. It isn't necessary to have a vice chair at all. If one is elected, they must preside over a meeting when the chair is absent and they are present. If neither is present, the first item of the meeting must be to elect a chair to preside over that meeting only.
