How does your council circulate meeting papers? What platform/provider does your council use. Is there a mechanisms in place to stop members creating offline copies / share of sensitive/confidential papers? Do members struggle to access papers? (lack of IT skills)?

Generally agendas and supporting papers are emailed to everyone and of course there's a copy online too (excluding anything confidential).  I do know that some councillors still get paper copies as their IT skills are a bit lacking.  We're a smallish council if that makes any difference.

When I was a clerk I numbered confidential papers but largely trusted councillors not to share if I asked them not to.

Our clerk still delivers paper copies, and confidential paper are marked confidential and we are trusted not to share
