A parish councillor can put a motion of no confidence in another councillor.  Even if passed, it may not have a great deal of effect.  If the target is supported by a majority of the council, then the motion is likely to be defeated.  If it is the other way around, then the damage done by the target must be limited by their being in a minority.

As with any other problem with councillors, the ideal solution is the ballot box - next May.
