As many as the council thinks appropriate. Probably not too many. The legal minimum is 2 but I would strongly recommend having more. A two person committee is totally controlled by the chair. Maybe someone has more guidance on a suitable number?

Committees should have a minimum of three and good practice is for an odd number

The model answer is 6 on a personnel committee so 3 could hear a grievance or undertake a disciplinary procedure. The other 3 councillor can then hear any appeals following these procedures.

Quorum number is 3 so a decision can be made rather than tied.
