Having appointed the HR committee membership at the ACM in May, there is a staffing matter that they need to meet and discuss. The VC was not appointed to that committee but he/she has asked whether they can in fact join the meeting under an ex officio membership status?

Having checked the SOs I can see no mention of such attendance which does not mean of course it is precluded.

Any Cllr can attend any committee.
Similarly, any member of the press and/or public can attend any meeting unless and until there is a vote to exclude the press and public in accordance with stated qualifying criteria and the necessary advance notice of exclusion with the reason stated has been published.

Only appointed committee members can vote of course, but Cllr attendance without vote cannot be restricted - there simply isn't a mechanism to do so.
