Yes; eight weeks is the statutory time limit. This can be extended by the council if the need arises provided the council advise the applicant in writing (or by agreement). Otherwise, the applicant can appeal for 'non-determination' although an appeal could easily take six months by which time the planners will probably have made a decision!
