I think I understand the difference between Pausing a meeting and Stopping a PC meeting but who has the power/authority to do either?

The Chairs job is to chair the PC meeting and has such power should they think such action is justified

One of the powers of a Chair is to close a meeting (a standard agenda item) and any councillor can put forward a motion during the meeting to suspend it.  If the meeting becomes inquorate, the meeting is automatically stopped.  So it depends on the circumstances....
