Can a Cllr with a dpi have access to docs he has the dpi on?

Question

The green contract had expired so 3 companies were approached, a Cllr who has always won the contract put in a tender and won again  he wasn’t at the meeting so it was fine.

He is now insisting on seeing all the documentation presented to the Council for that agenda point including the other contractors quotes, prices & details of tender.

I am saying no. Am I right?

I would look at this in terms of an FOI, until a specific FOI is submitted you could have reasons to withhold this information as it could give an unfair advantage from future tenders.

Redact any parts that might be considered commercially sensitive if presented as an FoI. There’s no reason to disclose unless FoI’d because the contract is already awarded.

Probably not.  Once the council resolved to accept his tender, he should have access to all information just like any other cllr.
