It all depends on what emergency powers were granted to the Clerk by the council for the Clerk to enact

No, and this seems to be another example of a Parish or Town Council claiming they have emergency powers granted under the Corona Virus 2020 Act, when in fact they really only  have emergency dispensations to meet virtually and defer some decisions and functions.
