We have 9 for an electorate of c.650 but is there a rule of thumb, or a regulation that says how many we should have?

The number of councillors for a Parish is decided by the overriding council (e,g. County council). This is open to application to reduce or increase numbers by the PC. It has no bearing on the numbers of electorate in the parish apparently. Unfortunately the process to change numbers has to be backed up with proven need and reason before it will be successful. So basically you are stuck with what you have in practice.
