My PC is promoting various local post Covid "Bounce back" events through s137 grants.   However, there are insisting on like for like match funding , Is that lawful.?  While I accept certain conditions should apply to grant applications surely the only legal test is that it will deliver a direct benefit to the Community . Or is the answer the PC can set any policy it wants?

When the council is awarding grants it may attach any conditions it deems appropriate.

The standard qualifying criteria for s137 are the ‘minimum’ required, any ‘greater’ or ‘other’ criteria could quite reasonably be assigned if that was the will of the PC.
