My Parish Meeting has been asked to contribute to the cost of cutting grass on a Playing field which is owned by a village charity.

There seems to be some confusion her. A Parish Meeting is held to hold the Parish Council to account to the electors. An annual meeting has to by law be held a minimum of once a year at which the PC (chair holds the chair) and parishioners receive a report on PC actions for the previous year and are enabled to question or challenge the PC on their actions. If the requisite qualifying number of the electorate are met a Parish Meeting can be called at any time during the year over and above the required meeting and the PC must organise and fund it. It has no power to ask or demand  donations but the attendees can request that the PC considers it. The PC can then debate and decide at council. The Parish meeting has no funds.
I feel that the confusion is that the request to the PC  at the meeting has been misinterpreted as a request to the Parish Meeting

Thanks for your response but to explain further, we are a small Parish with no Parish Council. The Parish Meeting is therefore the representative body for local Electors.

This is probably not permissible, however, as far as I know, you could make an application to your district council for additional powers under Section 109 to include this, if you think it warrants such an application.
