A couple of questions:

Can a Councillor propose themselves for either Chair or Vice Chair?

Can a Councillor be nominated and proposed/seconded in their absence?

If a Councillor is nominated, has a proposer but no seconder can they be elected?

Yes, nothing in law prevents it.

No, they have to be present

Legally only a proposer is required your parish standing orders may require two.

Sorry for jumping on, can you confirm that a vice chair has to be present to accept the nomination to be vice chair. Also if a new chair does not sign the declaration of acceptance at the time of election what process should I follow to have this overturned?
