Is it acceptable for a PC to accept a donation from a resident, but not disclose their name?

I see no problem with a donation being made and the provider having their wish of anonymity mad confidential and only known to the clerk. Accepting any donation does not release the council from their obligation of due diligence in that obligations under money laundering and proceeds of crime need to be investigated.

See no problem with Mrs X donating an amount towards a specific PC project rather than just into general funds.
