what time of day does a parish council meeting have to be held

As far as I am aware, any 'reasonable' time. There is something of a convention that in order to make meetings as convenient as possible for most to attend and therefore not restrict certain groups such as those in full time employment for example, from serving as a councillos, meetings ought to be held on a weekday evening.
