Questions about town and parish councils

I am aware of committees and sub-committees and are aware of the regulations they must follow. But can anyone tell me what an advisory committee is please?

Basically its a group that doesn't have to have any Councillors on it who might form to advise the Council on something so for example you may have a Friends of Smith Park group who along with a Police Community Support Officer, a school representative etc etc share their knowledge and expertise with the Council for the greater good of 'Smith Park' or similar outdoor spaces that the council may own/manage.

An advisory committee has no power and no voting rights.

No it's not formal per sae but ideally through best practice should have some terms of reference. Again due to transparency etc it's always good to stick to the usual 3 days for the agenda and publishing but no it does not need the Clerk present.
